The Governing Body and Committees

The school Governing body works with the school to ensure that the pupils receive a high quality education and have the best possible opportunities to achieve their goals.

Together with the headteacher, who is responsible for the day-to-day management of the school and the staff, governors set the school's aims and policies and ensure that they are put into practice. 

Through the governing body meetings, they hold the headteacher and the senior staff to account for pupil attainment and progress, staff performance management, financial performance and effective management of the school's premises.

Governors also have a number of responsibilities and duties which include the appointing and dismissal of staff, ensuring pupil and staff are safe, hearing appeals and setting standards.

The Governing Body has a number of Committees through which the governors give greater scrutiny to different aspects of the school's performance.

 

The Committees are:

  • Standards and Curriculum Committee
  • Resources Committee
  • Pay Committee
  • Pay Appeals Committee
  • Headteacher Performance Management Panel
  • Complaints Committee
  • Staff Dismissal Committee

 

The Standards and Curriculum Committee and the Resources Committee meet at least once a term. Other committees meet as and when required.

All committees report to the full governing body. Committees have delegated power to make decisions on behalf of, and without referral to the full governing body, except where the subject matter requires full governing body consideration by law or in accordance with the school's established scheme of delegation.

 

 

 

The Standards and Curriculum Committee

The Resources Committee

The Resources Committee has at least 3 governors plus the Headteacher. It takes the lead on:

Finance

  • Guidance and assistance to the Headteacher and the governing body in all matters relating to budgeting and finance including financial policies
  • Preparing and proposing to the governing body an annual school budget taking into account the School Improvement Plan
  • Decisions on expenditure following recommendations from other committees
  • Ensuring that sufficient funds are set aside for pay increments as set out in the Pay Policy and as recommended by the Headteacher
  • Monitoring termly budget reports from the Headteacher and/or the LA Budget Officer, and the income and expenditure of all public funds
  • Overseeing actions identified as part of the School Financial Value process
  • Ensuring that the outcome of audits are presented to the governing body
  • Submission of the School's Annual Statement of Internal Controls (SIC) to the governing body and Local Authority
  • Review and report to the full governing body any plans, outcomes and decisions following annual benchmarking comparitive exercises‚Äč.

Premises

  • Ensuring that an annual inspection of the premises and grounds takes place and a report is received identifying any issues relating to Health & Safety
  • Approving the costs and arrangements for repairs, maintenance and redecoration within the allocated budget
  • Ensuring that the school complies with Health & Safety regulations
  • Ensuring that the governing body's responsibilites are discharged according to Section 89 of the Environment and Protection Act 1990 as far as is practicable
  • Establishing and keeping under review and Accessibility Plan and a Building Development Plan
  • Reviewing and monitoring a Health & Safety Policy
  • Overseeing arrangements, including Health & Safety, for the use of school premises by outside users, subject to governing body policy and agreement
  • Establishing a Lettings and Charges Policy which takes into account the needs of the local community for the approval of the governing body.

 

Staffing

  • Ensuring that the school is staffed sufficiently for the fulfilment of the school's development plan and the effective operation of the school
  • Overseeing the operation of the school's Appraisal Policy - including the arrangements and operation of th school's Appraisal Policy for the Headteacher
  • Establishing monitoring and reviewing the administration of a Pay Policy for all categories of staff 
  • Ensuring that staffing procedures, including recruitment procedures, follow equalities legislation and safer recruitment procedures
  • Reviewing and monitoring procedures for dealing with staff discipline and grievances and making recommendations to the governng body for approval
  • In consultation with staff, to oversee any process leading to staff reductions.

The Complaints Committee

Any Governor can be called into this panel when or if it is ever needed. The criteria is that they must be available and totally impartial to any matters discussed.

 

Dismissal /Redundancy Appeals

Any Governor can be called in to this panel when or if it is ever needed. The criteria is that they must be available and totally impartial to any matters discussed.

 

Pupil Discipline

Any Governor can be called in to this panel when or if it is ever needed. The criteria is that they must be available and totally impartial to any matters discussed.

 

Staff Dismissal

Any Governor can be called in to this panel when or if it is ever needed. The criteria is that they must be available and totally impartial to any matters discussed.

Headteacher Performance Management Panel

To form as required. Governors who sit on this panel must have had appropriate training.

 

Pay Committee

Any Governor can be called in to this panel when or if it is ever needed. The criteria is that they must be available and totally impartial to any matters discussed.

 

Pay Appeals Committee

Any Governor can be called in to this panel when or if it is ever needed. The criteria is that they must be available and totally impartial to any matters discussed.
