The Resources Committee - Terms of Reference

Membership:  not less than four governors

Quorum: three governors

Frequency of Meetings: at least once a term or otherwise as required




  • To provide guidance and assistance to the Headteacher and the Governing Body in all matters relating to budgeting and finance
  • To prepare and review financial policy statements, including consideration of long term planning and resourcing
  • To contribute to the School Imrovement Plan/Ofsted Action Plan priorities 
  • To draft and propose to the Governing Body for adoption an annual school budget taking into account the School Improvement Plan
  • To make decisions on expenditure following recommendations from other committees
  • To ensure that sufficient funds are set aside for pay increments as set out in the Pay Policy and as recommended by the Headteacher
  • To receive, at least, termly budget monitoring reports from the Headteacher and/or LA Budget Officer
  • To monitor the income and expenditure of all public funds (e.g. budget delegations, DFC funding) and report the financial situation to the Governing Body each term
  • To recommend the level of delegation to the Headteacher for the day-to-day financial management of the school
  • To review, complete and submit the School Financial Value (SFVS). To undertake any remedial action identified as part of the SFVS
  • To ensure the audit of the non-public funds for presentation to the Governing Body 
  • To receieve, and where appropriate respond to, periodic audit reports of public funds
  • To vire funds, if necessary, within the limits set by the Governing Body
  • Prepare and submit the School's Annual Statement of Internal Controls (SIC) to the Governing Body and Local Authority
  • Review and report to the full Governing Body, plans, outcomes and decisions following annual benchmarking comparative exercise.



  • To provide support and guidance for the Governing Body and Headteacher on all matters relating to the maintenance and development of the premises and grounds including Health & Safety
  • To ensure that an annual inspection of the premises and grounds takes place and a report is received identifying any issues
  • To monitor the implementationof the areas in premises and community in the School Improvement/Ofsted Action Plan
  • To approve the costs and arrangements for repairs, maintenance and redecoration within the budget allocation
  • In consultation with the Headteacher. to oversee premises-related funding bids
  • To ensure that the school complies with Health & Safety regulations
  • To ensure that the Governing Body's responsibilities regarding litter, refuse and dog excrement are discharged according to Section 89 of the Environmental and Protection Act 1990 as far as is practicable
  • To establish and keep under review an Accessibility Plan and a Building Development Plan
  • To review, adopt and monitor a Health & Safety Policy
  • To oversee arrangements, including Health & Safety, for the use of school premises by outside users, subject to Governing Body policy
  • To establish a Lettings and Charges Policy which takes into account the needs of the local community for the approval of the Governing Body.



  • To ensure the school is staffed sufficiently for the fulfilment of the School's Development Plan and the effective operation of the school
  • To establish and oversee the operation of the school's Appraisal Policy - including the arrangements and operation of the school's Appraisal Policy for the Headteacher
  • To establish a Pay Policy for all categories of staff
  • To be responsible for the administration and review of the Pay Policy
  • To ensure that staffing procedures, including recruitment procedures, follow equalities legislation
  • To annually review procedures for dealing with staff discipline and grievances and make recommendations to the Governing Body for approval
  • To monitor approved procedures for staff disciploine and grievance and to ensure that staff are kept informed of these
  • To recommend to the Governig Body staff selection procedures, ensuring that they conform with safer recruitment practice, and to review these procedures as necessary
  • In consultation with staff, to oversee any process leading to staff reductions
  • To establish the annual and longer term salary budgets and pther costs relation to personnel e.g. training.
